Pet Med sites? Scam or good products at wholesale?

My vet refuses to write me a prescription for preventive Heartworm for my dogs (yes they have tested heart worm negative) because it says that sites like PetMeds Express promotes Dr. Smith and exclusive sales Company after market or black market products that will be less effective or harmful to my animals.
