Need advice on the issue of dogs?

My daughter and her husband adopted there is one small mix-breed, terrier male about 14 months in a shelter. It was some problems with peeing in their apartment when left alone even for a short period, and the problem worsens. It was checked by a veterinarian and a certificate of good health. It's not like they do not take it out regularly. The last Once that happened, he walked, he relieved himself, then left for a shopping trip short, came home to find he had piddled on curtains.
