Should I buy this shih tzu flea market?

I'm going to this flea market in Georgia every two years. This is called the Pendergrass Flea Market. and they sell these dogs, who are just sooo cute! there is this shih tzu I plan to buy. but I want to know if I should buy it. The farmer is certified to sell these dogs. The dogs are supplied with a kit that provides medical information, etc. and This will be my first dog, so I want it to be special, but I do not know if I should.

honestly not a reputable accredited breeder would not sell puppies in a flea market if you want a shih tzu to find a good breeder
