What should I do to help this dog and my grandmother?

My grandmother is sick and in much pain medicine dropper and family and drops by inconsiderate next to their pets instead. My grandmother simply can not handle them physically there are sooo many cats and a dog that can not handle. There is a dog who always has his tail between his legs and is Kinda Skinny on his back and he is a little bit of skin that looks like a white fur begins to fall. She is always itching (chip most likely.) And walks kinda funny. I found to today, she had a hip fracture for a time "long". My grandmother can not afford to take the dog to the vet and no one else .... I can not take pets with me because no animals in my apartment complex ... What should I do with the dog and bring all these cats out of his property?? (without killing geez)

WOW difficult decision .. I would prob call your local animal shelter to see if someone can help you find homes, or surrender to them. The dog we consider a case of abuse and I'm sure your grandmother does not need more bills on it. Good luck.
