Questions about animal cruelty?

Yesterday was my last day as veterinary technology. The last patient is come we have seen in tangled (unable to walk, they were so bad) cover of Fecal Matter, suffering from urine scald, and infestation by fly in open wounds all over his body. My problem is that our hospital did not notify animal control for this neglect obvious at all because the owner of this dog is a friend with our head veterinarian (who was not working that day). After asking other former combatants and technicians so we can not relate because the owner seeks medical care for your pet. So once we set the dog, We're back from his expedition to an owner who does not care. I have the names and addresses of owners and I am annoyed to excuse (she could see the dog because her porch light was not working) and the clinic did not intervene and confiscate the dog. Have you ever went to the address? Perhaps there is a way of seeing the dog in the street, so you do not jeopardize the clinic, if you are worried about it.
