Intelligence Ranking Of Dog Breeds

Is it true that chow chow is one of the breeds of dogs less intelligent?
I have read many places that chow chow has a mind very little compared to other breeds. It is ranked as number 76 of all races in intelligence. http://petrix.com/dogint/70-79.html My son bought Recently a chow chow. Should I tell him to go back because it has such low intellect? If a dog can not be formed properly, then what is its purpose?
This list is totally ridiculous! All it does is give an approximation of the trainability a race, he says absolutely nothing about intelligence. Some breeds are highly trainable, others are more independent and require an owner who is not the slightest idea of form - they need creativity and a willingness and ability to use different methods training. All dogs can be trained if the owner has some common sense!
