I came across a piece of leather that resembles a collar for a great dog but he is a horse?.

This piece of leather I know that's a horse. It could possibly be a kind of necklace for a young horse, I am more versed in the Hunter Jumper world that I am in the world of racing piece of leather and has a loop hole like a dog collar and name plate says Seattle Slew / Mama Dean. Can anyone tell me what it could be.
