Looking for information on the use of dogs - especially those related to food service establishments?

I manage a movie theater that serves food and is subject to health department regulations. Recently, I had several cases of different with little lap dogs they claim are working dogs. My company fully complies with ADA regulations, but we also want to make sure we are protected under regulations Health Department. We also want to ensure we take appropriate measures to ensure that people do not abuse the rules / laws just because they want to bring their little dog. Can you provide any specific information concerning the rights of businesses and responsibilities as it relates to working dogs. Do we have the discretion to differentiate between guide dogs and other types of working dogs. Further more, I also wish to buy or make a sign of good verbiage on the issue.
