Coastal Halti Dog Head Col?

I just bought one of these for my beagle mix, because someone told me it would help keep my dog when I take him walking. He was to come with training instructions and it did not. Are you walking the dog before? I placed on it and it still freaks on a leash and is still part of the leash in his mouth and pulls. She did not even walk ... she jumps right in all senses and tugs. I think it defeats the purpose of the flange head! Can anyone tell me how to use it? Help ... I just want her to walk well on the leash so that we can both enjoy our walks together!
