Not a single house of the California Republican intends to vote for a bill of health that includes an option of a public plan, a survey of 53 state members of Congress shows an ominous sign for congressional leaders tried to forge a bipartisan compromise.
The 19 Republicans in the House of the State to oppose a public option, with most indicating that there are no circumstances under which they would vote for a bill that included one under investigation by the California Public News Service, a project of the University of California Washington Center and the UC Berkeley Graduate School of Journalism.

In contrast, only two of the 34-member California's Democratic House and both U.S. Senators support unequivocally a public option, with most indicating there are no circumstances under which they would vote for a bill without it.

Democratic Reps. Dennis Cardoza of Atwater (Merced County) and Jim Costa of Hanford (Kings County) are the only members of Congress of California who have not taken a public position. The two districts of the Central Valley is much more conservative than most of their colleagues Democrats.

The survey, which included interviews and a review of speeches and other public statements, provides further evidence of the partisan divide that made consensus on health care difficult.

"The partisan divide in California reflects similar divides the entire country," said Larry Berman, a political scientist at UC Davis. "What you see in California is what you see in the delegations everywhere."

Disagreement on whether to include a public option - that would compete with private insurers - has emerged as the main obstacle to promoting a bill of health to the floor for a vote.

Congress leaders are trying to marry the laws passed by five committees, containing four versions of a government-run alternative and adopted Tuesday by the Finance Committee of the Senate, which has no other public choice.

Most Democrats argue that competition will keep the insurance industry honest and low premiums. Republicans warn it will drive private insurers out of business and lead to a government system of health.

President Obama supports an option for public but was open to ideas that might attract wider support and some Republican votes.

Partisan divisions in California suggests there is little ground East. In interviews with members of the House and their staffs, there was no trace of bipartite discussions or proposals compromise that could lead to a common agreement.

"Our bill will house a public option," House Speaker Nancy Pelosi, D-San Francisco, told reporters Thursday. She said that the fierce opposition of the insurance industry to competition, she was responsible riddled with misinformation, only stiffened the resolve House.

Approximately 7 million Californians have no health insurance, more than half a million in the Bay Area. Insurance Plan is not clear how many Californians would be eligible for a government term. The plans would be available for people without insurance from their employer and are not available to undocumented immigrants.

Bay Area Democrats are united in their support for an optional service and are among its main supporters. Most are critical of the bill drafted by Senator Max Baucus, D-Montana which does not contain the public options.

"I do not think we've waited so long and worked hard for this bill mediocre," Rep. Sat Farr, D-Carmel, said in an interview. "We expect to see an option to the public in the final bill."

Support was high among five of seven California Blue Dogs, a coalition of fiscally conservative Democrats considered most likely to break with party leadership on the issue. Cardoza and Costa, the Blue Dogs, have issued cautious statements that reveal neither support nor opposition to a public option.

Other expressed no regret.

"It is important to inject more competition in the market to determine the price of health care down, "Blue Dog Rep. Mike Thompson, D-Napa, said in an interview. Nearly two-thirds of its voters the option of public support, he said, but He added that other moderate Democrats may not have the time easy to support.

In the Senate, Senators Barbara Boxer and Dianne Feinstein were among the 30 Democrats signed a letter imploring Senate Majority Leader Harry Reid, D-Nev. to include an insurance option in public law which he brings to the Senate.

"The best way to reduce costs for which insurance is to have an option available public" said Boxer.
